An Effective Goal for a Climate Emergency Response

Humanity has failed the original UN climate goal, demanding a new, urgent commitment to “Maximum Protection” that drives rapid, large-scale action to restore a safe climate.

Paper Summary

  • Climate harm is accelerating across human and natural systems.
  • Climate protection depends on clearly defined objectives.
  • A safe climate requires protection of people, ecosystems and biodiversity.
  • Rapid emissions reductions are essential to limit further harm.
  • Restoring a safe climate requires emissions elimination, greenhouse gas removal and safe ways to cool the planet.
  • Avoiding climate tipping points is central to a maximum protection approach.

The urgent failure to meet the original UN climate goal means we must adopt a new, ambitious target focused on delivering “Maximum Protection” for all life, ecosystems, and civilisation. This goal isn’t symbolic—it demands rapid, large-scale emergency action to restore a safe climate, prevent further harm, and safeguard vulnerable communities and natural systems through an ethically driven commitment to comprehensive protection.

Achieving this requires acting in emergency mode, recognising the climate crisis as a unique, exponentially worsening threat that demands swift, intense responses. Beyond stopping emissions, we must actively remove excess greenhouse gases, shorten the harmful transition period, and implement coordinated, large-scale measures to avoid tipping points and cascading disasters. Everyone—individuals, governments, and organisations—must take full responsibility to ensure protection is delivered at every level, treating the climate emergency as a holistic crisis needing immediate, collective rescue.

We are now living in the early stages of catastrophic climate change. The climate is already unacceptably dangerous. The Paris +1.5°C goal is not safe or acceptable.
