Restoring Safety in a Climate Emergency

The climate crisis has surpassed thresholds once deemed avoidable. With the original goal now obsolete, a new objective is required: the restoration of a safe climate and comprehensive protection.

By any honest assessment, we have failed to prevent dangerous climate change. The original objective of the 1992 UN Framework Convention on Climate Change—to prevent “dangerous anthropogenic interference with the climate system”—has been overtaken by events. Today, communities around the world are living amid intensifying climate extremes, mass species loss, ecosystem breakdown, and mounting threats to human health and security. The climate crisis is no longer a distant danger; it is a lived reality. It is time to admit that our current goals are insufficient and, worse, misleading.

The idea that holding warming to 1.5°C could prevent dangerous change has become a totemic centerpiece of global climate policy. But this target has now become both technically unachievable and morally inadequate. It is based on outdated assumptions about tipping points, the scale of existing harm, and the effectiveness of incremental policy change. We need a new goal—a goal that is ethically grounded, scientifically informed, and strategically appropriate to the scale and urgency of the threat.

What Should the New Goal Be?

The central question is not simply what is possible, but what is necessary. What must be done to protect people, ecosystems, and civilisation itself from escalating climate harm? The answer must start with a clear articulation of what we want to protect and how serious we are about achieving that protection.

This is not a scientific question. It is a moral one. Do we accept mass death, displacement, and irreversible loss as collateral damage in the climate crisis? Or do we commit to maximum protection: for all people, other species, ecosystems, and critical Earth systems, across generations and geographies?

Maximum protection must become the new guiding principle of climate policy. Not as an abstract aspiration, but as a practical standard for action.

The Failure of Incrementalism

For decades, the dominant approach to climate policy has been incrementalism: slow reforms, technocratic adjustments, and market-aligned nudges. But this has delivered neither safety nor stability. Emissions have risen, not fallen. Tipping points have begun to cascade. Whole regions are being transformed into zones of chronic crisis.

Even now, most climate policies are constrained by what is seen as politically viable, not by what is physically necessary. The Paris Agreement’s 1.5°C target is a good example. It was a diplomatic compromise, not a safety threshold. The science is now clear: 1.5°C is not safe. Already at around 1.3°C of warming, we are seeing irreversible changes in the Arctic, the Amazon, coral reef systems, and Antarctic ice shelves.

Holding the line at 1.5°C, even if it were still possible, would not protect the billions already facing extreme heat, water stress, food insecurity, and climate displacement. If we are serious about protection, then 1.5°C is not good enough. The only defensible climate goal is to restore a safe climate.

From Adaptation to Climate Rescue

Faced with growing losses, many governments and institutions have pivoted toward adaptation. Adaptation is necessary, but adaptation alone is defeatist. It accepts the continuation of harm and normalises mass suffering. Worse, it often prioritises short-term resilience for the wealthy while abandoning the most vulnerable.

The alternative is to frame the climate challenge as a rescue mission: to prevent, stop, and reverse harm. That means:

  • Ending fossil fuel emissions as fast as physically possible,
  • Drawing down excess greenhouse gases from the atmosphere,
  • Actively cooling the planet where feasible, and
  • Building systems of protection that minimise suffering during the transition.

Restoration is no longer optional. The Earth system is already in dangerous territory. Returning to a safe climate is a necessary corrective to a mistake that should never have been made—a mistake rooted in the illusion that humans could ignore planetary boundaries without consequence.

Acting in Emergency Mode

When floods or fires strike, communities do not respond with ten-year plans and feasibility studies. They act decisively to save lives and minimise loss. We need that same mode of thinking for the climate crisis.

The truth is, the crisis is already a super-disaster: a suite of cascading harms connected by common causes. Addressing them one by one, while ignoring the systemic drivers, is a recipe for failure.

What is required now is emergency mode: a whole-of-society mobilisation commensurate with the scale of the threat. This means:

  • Declaring the climate crisis a true emergency,
  • Aligning institutions, economies, and policies to deliver a rapid transition,
  • Suspending business-as-usual assumptions where they obstruct safety,
  • Prioritising speed and scale over perfection and delay.

Emergency mode is not permanent. It is a focused and temporary shift in mindset and action, sustained only as long as needed to restore safety. But without this shift, the pace of collapse will outstrip our ability to respond.

Building a Chain of Custodial Responsibility

Climate action has too often been disjointed, with each actor focused narrowly on their slice of the problem. But the nature of the climate crisis demands a chain of responsibility that stretches from ethics to action to outcomes. Every person, organisation, and government must ask: What am I committed to protecting? What action follows from that commitment? And how will I ensure that protection is actually delivered?

This is especially true for institutions that shape policy, finance, and infrastructure. They must expand their field of concern to include the full scope of climate harm—not just direct impacts on their operations, but cascading effects on people, nature, and the systems we all depend on.

We must also fill the gaps. If a necessary action is no one’s responsibility, it becomes everyone’s. Whether that means funding restoration research, building public understanding, or coordinating large-scale drawdown efforts, we cannot leave life-critical work undone simply because it falls outside traditional mandates.

A Call to Conscious Commitment

Ultimately, this is a call for conscious commitment. Not to symbols or slogans, but to real protection. It means asking what kind of future we owe to those alive today and those yet to be born. It means acknowledging that the climate crisis is not a technical issue to be managed, but a moral test of civilisation.

We failed to prevent dangerous climate change. That failure was not inevitable. It was the product of decisions—to delay, to compromise, to settle for what seemed politically comfortable. Now, we are out of time for comfort.

What comes next must be guided by clarity, courage, and care. We must commit to restoring a safe climate, achieving maximum protection for all, and acting with the urgency of a world on the brink.

This is not a drill.
